一、 供應現狀：減產與能源溢價
- 成本轉嫁實質化： 4 月份電力成本漲幅（>30%）已完全反映在 5 月報價中 。
- 現貨短缺加劇： 全球產能缺口持續維持在 19% 以上，現貨庫存降至近年低點 。
二、 物流瓶頸：航運要塞長期受阻

目前環境已超出單一貿易環節所能承受 。短期內價格下行機率極低，建議貴司：
1. 「以穩價保供為首要任務」：短期報價將隨物流風險隨時調整 。
2. 提前預留採購週期：考量航運延遲，建議維持至少 2 個月以上 的安全庫存訂單週期 。
